Colin Campbell Cooper was born in Philadelphia in 1856. His father was a professional surgeon originally from Ireland. He is an American Impressionist artist known for his cityscape painting and skyline scenes of Philadelphia, New York, and Chicago. He studied under the tutelage of Thomas Eakins at the Pennsylvania Academy of Fine Arts. Cooper was well-traveled, particularly throughout Europe. From 1886 - 1890 he lived in Paris, studying at the Academie Julien alongside Jules Joseph Lefebvre and William Adolphe Bouguereau.

In addition to paintings of New York City, Cooper's also created cityscape paintings of skyscrapers in Chicago and Philadelphia. His work includes several portraits and landscape paintings of the gardens in and around Santa Barbara. Colin Campbell Cooper's impressionist paintings include scenes from his travels to the West and East Coasts of America. In 1921 he moved to California after the death of his first wife and stayed in Santa Barbara until he died in 1937 at 81.
