Colin Campbell Cooper was born in Philadelphia in 1856. His father was a professional surgeon originally from Ireland. He is an American Impressionist artist known for his cityscape paintings and skyline scenes of Philadelphia, New York, and Chicago. He studied under the tutelage of Thomas Eakins at the Pennsylvania Academy of Fine Arts. Cooper was well-traveled, particularly throughout Europe. From 1886 to 1890, he lived in Paris, studying at the Académie Julian alongside Jules Joseph Lefebvre and William Adolphe Bouguereau.

His work includes several portraits and landscape paintings of the gardens in and around Santa Barbara. Colin Campbell Cooper's Impressionist paintings feature scenes from his travels along the West and East Coasts of America. In 1921, he moved to California following the death of his first wife and remained in Santa Barbara until he died in 1937 at the age of 81.
